Entry Requirements for visitors to SXM will change big-time this coming Saturday, October 15, and further changes will be made next March. 6. How What's Not Happening in Africa May Impact This Hurricane Season in SXM

Through the heart of the Cape Verde hurricane season, which is really the month of September, tropical monsoons marched east to west across the African continent, emerging off the coast of West Africa where some of them later became tropical cyclones that threatened the Windward islands and some islands in the Greater Antilles (Puerto Rico, for example).

Now, some meteorologists are noting that monsoonal activity across Africa has diminished greatly, perhaps signaling an end to the Cape Verde season and a lessened potential for development of long-track storms that can affect Caribbean islands such as SXM.

Of course, hurricane season doesn't end until the end of November — if then. And tropical cyclones can still spin up over the next couple of months in the Caribbean, Gulf of Mexico, and off the US East coast. Although the greatly diminished activity across Africa is an encouraging sign concerning future developments, mother nature still has about two months to do her thing.

7. Where to Find The Latest SXM Weather Information

Although hurricane season officially begins June 1, nonetheless it's best to be prepared before then. In recent years, tropical activity has begun around mid-May. Stay in touch with any or all of these sources of tropical weather information...

Here are SIX sources of current SXM weather info:

1) Crown Weather Services whose very inexpensive subscription service is, we feel, the best in the business.
2) Our "Weather Center / Hurricane Center" at www.everythingsxm.com -- it has current satellite images and radar loops 24/7/365 and now all the latest NHC weather forecasts, outlooks, and advisories as well. There are now also active weather widgets on the site's home page. That page also includes real-time or near-real-time satellite images and radar loops.
3) Our Everything SXM Facebook Group publishes the latest advisories, watches, and warnings when SXM is threatened by any storms.
4) On or off the island, listen to Island 92 -- 91.9FM or see www.island92.com. They report island warnings at once so you'll know exactly what's going on. You can listen on the web anytime through live streaming.
5) For a quick look at weather radar exactly where you are or where you're going, try the My Radar phone app or My Radar for Windows -- excellent programs.

SECTION 2: Accommodations: Hotels, Resorts, Timeshares, Villas Etc

8. El Zafiro Is Shuttered; What Happened & Why, and What's Next

Social media was abuzz with the news late last week: the popular hidden gem El Zafiro Boutique Hotel in the Beacon Hill area had been shuttered; it was unoccupied and the entrance to its parking lot had been cut off, and a guard was in place to prevent entry.

We have communicated over the last few days with both Nicole Dupree and Jessica Frambes. Ms. Dupree operated El Zafiro hotel as a tenant of Ms. Frambes, who owns not only El Zafiro but also White Sands Beach Club nearby. There is disagreement between these individuals about who did what to whom, but at the end of the day Ms. Frambes apparently went to court and shortly thereafter, changed many of the locks on the El Zafiro property and shut it down, allegedly with the court's blessing. She has also announced that the contents of the El Zafiro buildings will be sold at auction on the 28th of this month. Beyond that, she is looking for a new tenant to take over the property, either on a rental or sale basis.

We expect this disagreement to wind up in court, where a judge may decide what actually happens next. Because of our conviction that litigation is probable, and because of the fact that Ms. Frambes declined to answer some of our questions, we aren't going to report or comment on the arguments each party may use as part of the litigation — it's up to the parties to say what they wish about this in public, and at that point we'll report those comments / positions.

However, a number of tourists / island visitors had made deposits for future stays at El Zafiro so that makes their situations a matter of great interest to SXM Weekly News. We asked Ms. Dupree what is going to happen to those deposits. She said her team remains intact, and "We are addressing each reservation different [separately - Ed.]. We are also working with other hotels within the area to be able to relocate guests."

Ms. Dupree added this: "To avoid any miscommunication and misunderstanding, yes it is correct that we are currently closed. As you may not know we have been in an ongoing battle with Jessica ever since Hurricane Irma [regarding -Ed.] funds that we were supposed to receive to rebuild the business. We have been in a back and forth with her since then hoping that she would give us that money back. At this point since we haven’t been able to resolve things in an amicable way, we had to take matters into our own hands; thus bringing us to today," she said, continuing: "After much thought and consideration we have decided to end this chapter with EL Zafiro although not an easy one, and continue with our other ventures... We are contacting all guests to address their current booking with us."

Ms. Frambes had cited "violations" as being reasons for her action against El Zafiro, but declined to define what the "violations" were when we asked her.

Here are specific examples of how SkyMed works for its members:

On a recent Thursday at Mullet Bay Beach, a woman at the edge of the water fell and accidentally

a hospital, and was told she had a "soft tissue injury" and should relax in the sun. Pain

A woman from Virginia shopped at an island grocer and headed back to her car carrying two bags of
groceries. She tripped and fell on a curb and knew at once she had fractured her hip. After being
stabilized locally, she was flown home on a medical evacuation jet from SkyMed where she had the
surgery she needed. Flight cost to the patient: $0.

Two men were riding their horses on a hill in Cay Bay when a car backfiring spooked one of the
horses, which threw its rider. The other rider got off his horse to check his companion when the car again
backfired, spooking the horse again which led it to kick its dismounted driver in the head, luckily
causing "only" a severely dislocated jaw. The local hospital had no ability to solve that problem
so the victim was airlifted by SkyMed back to Pennsylvania for surgery. Flight cost to the patient:

A member of the clergy fell down cement stairs and broke her leg. She too was airlifted home by
SkyMed for surgery. Flight cost to the patient: $0.

21. Why US Steps Toward Marijuana Legalization May Finally Resonate in SXM

In many states across the USA, marijuana has long since become legalized — and pot shops with a spectrum of merchandise are dotting the landscape. In some states, you can even get home delivery of a slew of marijuana (cannabis) products wherever you are.

US president Joe Biden, reportedly keeping one of his campaign promises, last week took some initial steps which many regard as the first steps toward marijuana legalization nationally in the US.

Increasingly over the last few years, we have heard a limited number of SXM politicians tentatively say they may at some point favor legalization in SXM, at least on the Dutch side. If the US continues to move in the direction of legalization, it strikes us as inevitable, finally, that politicians in Dutch SXM would recognize the economic reality that legalization of cannabis products on the island could increase tourism and also increase tax revenues — a fact which we expect would be very attractive to any politician.

Here is detailed information on what is happening in the US.

22. The Real Lowdown on Tipping in SXM

Long-time Domino's Pizza entrepreneur on SXM and other nearby islands John Caputo recently answered a post in our Everything SXM Facebook Group concerning Tipping on the island, which to some is a contentious issue. We asked his permission to reprint his comments here — and here they are:

A lot of comments here going all ways but I would like to comment on a few that could also hopefully allow some clarity. Start with the pic of the receipt posted. sc is not clear that a “service charge” is added on. That is a purposeful deception by the restaurant that they hope you will miss that 15 or 18% (or more) has already been added. Some call it “tax”. Some hide it up in the line items of the check so when you glance at the bottom to see if it was added you don’t see it. This is a horrible and deceptive practice by many restaurants.

Secondly, the prices of food and drinks are already so expensive. Granted. The rising cost of shipping and the food cost itself has forced increases in price. Has that also increased the amount and level of service provided? Usually no. 20% of a meal costing $100 is of course $20. With increased food and shipping, restaurants have increased their prices substantially. That same meal now costing $150. So 20% is now $30. Fair for the customer? No. Yes cost of living has gone up for the worker as well. That should be reflected in their salary paid by the employer this factored into their margins and also is compensated by the compounded increased service charge.

French side. Service IS included in the price. Americans are just programmed to tip. Look at meal prices Dutch side being compatible to the French Side (now that Euro is closer to 1 to 1. And you are having 15,18 or 20% added to your check and in many cases deceptively. For the record, I still tip on the French Side but I do base it on the service provided. My tip starts at 20% on the Dutch Side but if you add it to my check that’s what it is. I’ll only give extra if you were exceptional. Points off if you try to hide it or cry that you don’t get it. That’s between you and the management; shouldn't’t cost me extra (as the cost of the meal is already expensive). Note that French Side pays 2 to 3 times higher salary for working 10+ hours less per week while including service in their prices. Cost of goods similar on both sides. Rent a bit less on French Side. Utilities indeed less in French Side. But French Side doesn’t (or shouldn’t) add “service charge” and they still make it viable paying their staff 2x3 times more.

The point of the person saying they will be fired if they receive a tip in hand….that is not possible. Labor laws are extremely protective of the worker and if you choose to thank an individual worker personally with an extra gratuity by placing a tip directly in her or his hand there is nothing wrong with that. If the employee gets terminated my guess is that the employee is not aware of their rights or is working “under the table” thus them or employer skirting taxes. Again, not the customer’s concern.

I stop going to places that have raised their prices beyond what I know the costs to be. I also don’t go to places where the service charge is added deceptively. There are so many great restaurants on both sides that do it right and provide good value and fairness for their staff.

In restaurants in the US waiters are legally paid much less than minimum wage as their tips and service charge much more that make up for that. They also “tip out” or share their tips with other staff. The bus boy; the bar tender, etc are all sharing to an extent the waiters tips. Tip pooling or sharing is not unique to St. Maarten. “Breakage Fees” and Owners reasons for taking part of it is no bueno (unless they are waiting tables themselves). Again not my problem as the customer as I just want a great meal with good service at a fair price while willing to tip the norm.

Like I said; there are so many great places to choose from

On both sides where the worry or concern should t be an issue. Enjoy your meal. Enjoy your time on the island. Check your receipt. And tip what you feel is right and what you are comfortable with. The rest is between the restaurant management and their employees.

Also food for thought... in the US you get free water for your table and free refills on non alcoholic drinks. Not here for sure. That $5ea water bottle and 3x $3 sodas add to your check substantially thus compounding that service charge. Just sayin'.

You may not have heard yet about author Russell Clark — so here goes.

Over the last few years, Mr. Clark has authored several fascinating beach reading books that would be perfect for your next SXM trip. Escape to the Islands, Return to the Islands, and Living in the Islands are the titles of the three Ben Carlisle novels Mr. Clark has penned so far. What will be particularly fascinating to our readers is the fact that first, these books are heavily oriented toward SXM; second, Mr. Clark and his cohorts tend to spend much of their time doing the kinds of things you do and going to some of the places you visit on the island, so you will recognize many of the touch points / places visited and people mentioned in his stories; and third, you may also be fascinated by some of the images conjured up during Mr. Clark's travels across SXM.

It will definitely be worth your while to check out these books on Amazon but once you have them, you may not want to wait to read them until your feet are in the sand on SXM.

24. SXM's Best Sunday Brunches

There is a difference between brunches and breakfast buffets. Although we are focused here on brunches, we can't resist the temptation to tell you about a breakfast buffet that has impressed us and also about some other breakfasts that you might want to check out.

In no special order, here we go:

One of the most popular Sunday brunches is held weekly at Emilio's Restaurant at the Rainforest Adventures area of the Emilio Wilson estate on the Dutch side. Chef Sydney and Norm and Su Wathey have done a magnificent job with this restaurant, and Emilio's is a top choice for thoroughly sumptuous breakfast buffets/brunches on the island. It's a huge brunch/buffet which sometimes is located both indoors and outside (depending on weather) and offers you a selection that is both tantalizing and dizzying simultaneously. Take one of everything and you'll have food for a month (though it's a better idea to simply come back the next week and keep munching). 

La Patrona restaurant at Simpson Bay resort offers the setting for an extensive American style buffet breakfast open not only to guests of the resort, but also to others with reservations. The culinary staff at Simpson Bay resort is highly talented and delivers excellent food in a beautiful ambience. Again, reservations are highly recommended.

The Sunday brunch at Mario's Bistro at the Cliff in Cupecoy offers an idyllic setting and extraordinary dining. Although Mario is known for his dinners, you can come here on Sundays for delicious breakfasts and equally delicious Sunday lunches. Creativity is "gastronomical" here: these are amazing breakfasts and lunches.

Astra, Toppers, and Vesna Taverna don't offer either a brunch or a buffet on Sunday mornings, but they do offer a spectrum of delicious breakfast entrées which you can customize in an almost infinite number of ways. Don't forget the Dutch Blonde Restaurant on the Boardwalk for very sweet & sumptuous breakfasts too.
